SOLAS and the requirement of lifeboats on passenger vessels.

Earlier on the Oasis of the Seas-thread, we discussed the SOLAS requirements for lifeboats on passenger vessels.

I have now found the answer for all to investigate, and read as best as you can, in the current SOLAS, Regulation 21:

I assume this is include the new (2010) IMO SOLAS regulations?

Amazing, only 75% life boat coverage (37.5% each side) is require, the rest in life rafts, for a total of 100% of the persons on board.
No spare capacity and no consideration for the possibility that some - or all - life boats/raft may not be launchable under all situation, either due to fire or heavy list.

For a cargo ship or drilling rig the total life boat coverage is 100% each side. (Except if free fall life boat is used) If Life rafts are used as substitute 50% additional capacity, each side, is required.

It is also required to carry Immersion or Survival suites for the total complement, if the vessel operate in colder climate. (Generally North or South of 32 degr. Lat.)

Since this discussion started I have looked at life boats on passenger ships I have seen and noted that they do appear to carry the minimum allowed number of life boats, as a general observation.

IMO SOLAS sets minimum requirements, which is interpreted as maximum by Owners and builders.

That is correct, this is from the latest updated SOLAS Requirements.
