    A bolt in the ground...

Are there any members who have a simple, and short, explanation to what this is what it's used for?

That is a specified geographic point set by NGO (Norges Geografiske Oppmåling).
NGO is the forerunner of Statens Kartverk, responsible of all measuring of charts, geographical points and all that kind in Norway.
Such nails, but flat and looking more like big nails, are also used as markers of huge estates..., where the huge border-poles are not suitable.

It says it's a hight marker.... is it marking the height above sea level?

All geographical hights are measured with reference to "mean sea-level".

That's the sea-level right in the middle between high tide and low tide, anywhere in the country.
As high- and low tide are very different from north to south in the country (in the south hardly any difference), there are still a local mean sea-level

OK... that confirmed what I thought then.

The strange thing though, is that I found this one one a small 5 square meter rock by the sea shore.... kind of strange to have one like this one such a small and insignificant place.

I can't tell you what it is, now that you've told me where you found it...
