                Who's fault, the Captain for not lifting the ramp and allowing a vehicle to be on the ramp during passage, or the driver for not securing the vehicle by applying the hand brake??

                    At least they got the anchor out - even though it appears to not be able to hold.

                    I would presume the speed at impact to be somewhere between 5 and 8 knots?

                        Close call indeed - almost looks like the visibility may have been a factor here. Additionally, without knowing the situation ahead of the film-clip, it looks like the ship filming is at fault for not obeying to the rules of the road.

                        mmmm..... I don't want to be the Navigator on stand by aft mooring deck... I'm sure he'll be blamed, but, in the end, how embarrassing when it's captured in such clear video. Well, even the best of us can make a mistake some times... things happen! Maybe I should say "Ship Happens"!
