Daewoo Industries won the contract to build a support vessel to the frigates for Royal Norwegian Navy.
(Daewoo will also build three identical vessels for the Royal Navy in Britain).

Info on other ship forums and Wiki say Deawoo Shipbuilding and Marine Engineering, but I don't know who actually designed the vessel.
