    Normally it is not, but it depends on WHY the freefall lifeboat (in this case) is missing.
    If it somehow got lost or damaged during passage it would obviously be allowed to proceed to safe port for a replacement (or repairs)
    It is also possible to get a dispensation from carrying lifeboat(s) if it is impractical to fit one. (In this case there are obviously a launch and recovery device fitted though)
    If no lifeboat(s) are carried it is substituted with life rafts per SOLAS requirements and with Flag state approval.
    This CAN be a temporary arrangement due to necessary repairs to the freefall lifeboat. (But I don't see any additional life raft?)

      the green circle ,a dinghy

      and a ''mob'' in the purple circle



      but the empty launch device aroused my interest .
      you see the freefal lifeboat on every vessel these days while the davids type lifeboat is vanished

        The life raft in the red circle is required regardless. I see no ADDITIONAL rafts to replace the lifeboat.
        MOB-boat and dinghy does not count.

        I would think that everything would float is a plus .
        Though not much protection on a wild sea in a mob boat and a dinghy

        Yes if you are floating in the water without anything to keep you afloat, anything that floats that you can hang onto would be a blessing, but it doesn't make it legal replacement for life saving appliances and definitely not for a lifeboat.

        You can see a life raft in the same position here, although the freefall lifeboat is in place.

                  Thank you so much, Thijs! Yes, Rotterdam is a gigantic and extremely busy port - I've been there with cruise ships myself a couple of times, even though it was not the most common port for passenger ships like the cruise ships I worked on.

                  Thank you for the invitation to be a passenger with you: hope to get a ride in your big truck too!

                  i ment in my car J-O ,but if you want a day in the truck i have to announce that.
                  if they had planned me a trip with ADR goods ít's not allowed to have passingers in the truck,not even a second driver

                "Borgenfjord" south Tromsø strait yesterday.She is specially rebuilt for shipping of fish feed for Biomar.
                Built in 2009 and rebuilt in 2013.
