Not exactly in Arunachal Pradesh but you are certainly in the right area.

Naga People is correct, but Manipur State is not.
"Naga People" is a common name for a group of tribes living in several states in NE India and across the boarder in Myanmar. The Wancho is one of them.
I did not ask for name of tribe, just country and state, so the answer is more or less given in the above.
Now, who is going to be first to jump??

            Then why not Nagaland?!

              Why not indeed!!!
Yes, this picture was taken (again) by my oldest son when he traveled in the region late last year. He was on his way from Myanmar to Nepal by road, via India when he shot this one. I don't know the exact location, or the tribe this fellow belong to, but it is definitely in Nagaland and one of the tribes belonging to the Naga group: http://www.purpleonion.nl/background/naga

PS> He looks very much like my Teochew Bosun from back in the early 1970s. (Except for the hairstyle and ear ornaments) He liked his pipe of Opium after a days hard work as well. He followed me from one ship to the next.

Now it is back to you Yves.

It was a long way to this man.
Ralf had the right intuition. As for me I was looking in former Indochine since this picture recalls me a photo exhibition twined with a John Ralston Saul's conference at Saint Malo Etonnants Voyageurs festival, years ago.
Anyway, nice way to learn things I ignored before playing this game.

Well done, Yves. This was a tough one even though Ombugge didn't ask for the actual locality. But it involved an exploration of the people rather than the land, and was very interesting.

In Georgia? The pipes carrying water to cool Google's data centre?

                  Or The Dalles, Oregon?
Or someone else's data centre cooling system?

Neither georgia nor Oregon.Don't look for a data center.

Ok, then the Pompidou Centre, Paris.

I thought it may be an Offshore Platform or a module for one, but I think you are right.

                Well done Ivy.

Le Centre d'Art Contemporain Pompidou (known as Beaubourg, former name of the neighbourhood) was inaugurated in 1977.Renzo Piano and Richard Rogers architects.
In the begining it was a subject for polemics (it still is) and was nicknamed Notre Dame de la Tuyauterie (N D of Piping).
                Back to you.....

It wasn't all that difficult, Yves, once you had warned me off my first track and I had re-arranged my search words - there it was! And I felt quite ashamed of myself. I remember there was quite a to-do when the building was first erected but have to admit that I don't recall ever seeing any images of it.
Notre Dame of Piping! Lovely! Quite spectacular to see, and after all it is trying to be contemporary to match its contents, but maybe one is enough, eh?
Now I must go hunting for the next puzzle pic.
