      I was thinking along similar lines - perhaps a 'Stan'?

      Clearly time is important for whatever the function is.

          OK, what is it we can see here??
          The style is Arabic, or at least Islamic, but it is not in a dessert area (Unless in an Oasis, or somewhere with ample artificial irrigation)
          It is somewhere where they like to put up stickers, so probably a place where there are elections.
          Wild guess; somewhere in Turkey???

            The wild guess is wrong, but stick to your first idea. The place may quite likely be used for elections occasionally, though no more than the local village hall, rather because there would be a room large enough.

              Well I think I have solved this one:


              Not easy. I figured out that the rather lush trees must be because of ample rainfall, or irrigation. Saudi Arabia, UAE and Qatar has enough desalinated water to keep grounds around major institutions etc. green, but this didn't really fit with any of those.
              The other option was that this was near a major river or lake, but there aren't too many of those in the Arab world. Iraq is too dangerous to visit these days, so that leaves only the Nile.
              A long river to follow, but not too many places that could fit the bill here, so I ended up in Khartoum.

                You say "Not easy". My puzzles are not meant to be, yet they all seem to get solved pretty quickly!

                      I am guessing more Cyprus, maybe also Israel, but could not find the location yet. Is it one of these two options?

                          I tried if it would be possible to identify that building by searching for SA.... Hotel. No, not even when you know the place.
                          I don't know what it says on that poster either. Hardly likely to be in a foreign language however.
                          Black numbering on yellow plates is common, as is white on black for motorbikes.

                        Try Caribean/Latin America...
